President & CEO

Delano Vincent D. Tecson II is the President and CEO of Next Power Consortium, Inc. He previously served as Consultant to the Joint Congressional Power Commission (2009–2010) and the Office of the President of the National Power Corporation (2006–2008). Atty. Tecson holds a BA in Economics from the University of San Carlos and earned his law degree from Ateneo de Manila School of Law and Silliman University. He passed the Philippine Bar in 1996.

Managing Director

Gerald M. Lotilla is a finance and capital markets expert with extensive experience in the energy sector. He previously led the Capital Markets and Risk Management Department at PSALM and served as Finance Advisor to the NPC President. His work spans fundraising, debt management, asset privatization, and regulatory strategy. He holds a degree in Economics from the University of the Philippines and pursued graduate studies in Industrial Economics at the University of Asia and the Pacific.

Chief Technical Officer

Allan E. Lasmarias is an Electronics and Communications Engineering graduate from the University of San Carlos with 21 years at the National Power Corporation. He managed the 32MW Power Barge 102 and supported thermal plant operations as Chief of Staff and Technical Assistant to the VP, with expertise in operations, maintenance, and procedure development for hydro, coal, and diesel facilities.

Rhoda B. Sabelita is the Chief Technical Officer of i-Magat Renewable Energy Corporation. She began her engineering career with Toyo Construction and later held key roles at the National Power Corporation (NPC), including Manager of the Mindanao Regional Center’s Administration Division and NPC’s Human Resource Management Department. She holds degrees in Civil Engineering (Cebu Institute of Technology) and Electrical Engineering (St. Peter’s College), and was a candidate for a Master’s in Public Administration at Xavier University.

Senior Consultant

Engr. Edgardo O. Sace is a Registered Electrical Engineer with over 35 years of experience in engineering, project management, and technical consulting in the energy and industrial sectors. He owns EOS Consultation & Technical Services, specializing in renewable energy and feasibility studies. He previously served as Country Manager for GE Philippines Energy Services. Engr. Sace holds a BS in Electrical Engineering from Mapúa and is Six Sigma Green Belt certified.

Engr. Danilo P. Manayaga is part of the Consortium and serves as Chairman and CTO of Fibertech Secura Re Corp. A graduate of the University of the Philippines, he leads Secura’s efforts in sustainable energy, specializing in converting energy grass and algae biomass into biofuels using third-generation technologies.

Del Callar and Partners (DCP) is the third law firm to join as regular B member of Philippine Energy Efficiency (PE2) whose primary purpose is to organize, encourage and promote advocacies, initiatives, studies, projects, programs, policy-directions, financing strategies, best ethical practices and sources in energy efficiency, energy conservation and renewable energy.

DCP is composed of professionals who have broad knowledge, experience and expertise acquired through years of active practice and application in the power generation, transmission, distribution sectors. The group has established a reputation through its members’ respective fields of expertise and experience that’s well acknowledged in the industry.

Secura is a trusted producer of high-quality natural ingredients such as moringa oil, papain, bromelain, and annatto bixin. In partnership with SERVAC Philippines Inc., the company also leads advancements in biopharmaceutical research, developing purified equine immunoglobulins used in life-saving medical treatments.
